The cantonal government wants to make better use of the economic potential of the Canton of Zurich as an AI location for SMEs and start-ups. To this end, it is taking targeted measures, for example to make it easier for local start-ups to develop innovative AI solutions or SMEs to integrate AI applications. The Government Council is approving CHF 2.9 million for the Office of Economic Affairs to implement the measures by 2029.
The canton of Zurich has established itself as a location for artificial intelligence (AI) that is attractive to international technology groups and leading AI start-ups. The density of AI talent is among the highest in Europe. Despite this positive starting position, there are challenges for the AI ecosystem in the canton of Zurich, especially for local start-ups and SMEs. "The canton of Zurich is a leading AI location. It should remain so in the future. That's why the cantonal government is leading the way and taking action," says Carmen Walker Späh, Director of Economic Affairs.
Specifically, the introduction of AI technologies and the necessary skills development often represent a hurdle for SMEs. The use of AI by SMEs remains below average in a European comparison, which weakens Zurich's innovative strength and competitiveness in the long term. For local start-ups, for example, there are gaps in access to AI networks, the provision of data or regulatory expertise. This makes it difficult to bring innovative products to market quickly.
To tackle these challenges, the Government Council has decided on specific measures. In order to create practical added value for SMEs, for example, networks are established for the exchange of knowledge or specialist events are held. This allows the necessary skills to be built up more quickly
The Government Council is also closing the above-mentioned gaps for local start-ups. The existing synergies with the physical AI hubs in the canton of Zurich will be used for this purpose. The establishment of dynamic AI start-up networks is intended to accelerate the development of marketable solutions.
The Government Council is also continuing the successful measures it has taken in recent years to strengthen the Canton of Zurich as an AI location. The "AI sandbox" is being further developed as a test environment for the real-life testing of applications. A successful AI ecosystem requires the involvement of the population. To this end, the Office of Economic Affairs has already established open AI dialog platforms. They enable different perspectives and allow discussions on topics such as transparency, discrimination and effects on the labor market. At the same time, cooperation with universities, foundations and other institutions is being intensified in order to further develop ethical principles and values for the responsible use of AI.
The four packages of measures will be implemented in three phases by the Office of Economic Affairs by the end of 2029. The government council is approving CHF 2.9 million for this purpose. Where appropriate, public-private partnerships are used to optimally promote synergies between universities, administration and business.
